ANSWER: My solution was to say YES to the first question and NO to the second. Works great now!

This is what I see just prior to winding up at the El Capitan login screen again. Doesn't really mean anything to me.
At the bottom I see "Unexpected payload found for message 9, dataLen 8"
as well as "IOCTL not recognized: 234 out of 236"
other than that I don't see anything obviously wrong.
UPDATED WITH FIXES
I switched my machine to an iMac14,2 as instructed, validated everything still works fine in El Capitan, and it does.
I then downloaded Sierra, which took forever, but I finally had it, so I installed it.
After following the prompts it instructs me to reboot, which I do...
Still no solution for this. Even with Google Drive being flagged for auto-startup it doesn't stay on. But it isn't just that. ANY item in that list disappears.
It is behaving as though it has some memory or cache that stores login items you add to the list, and then on reboot it is supposed...
Google drive was off, but Box Sync has no such setting and also disappears (as do other apps). I'll check to see if Drive disappears anyway after re-activating it (I thought it was on before)
