I believe this is right. My understanding is that The rehab text allows all ports and the ssdt then tells the system which specific ports to enable.

Yes, I believe so. However, that's OK on 300-series. I believe since 100 series you can have up to 26 ports. See RehabMan's post here:

If you read my post all the way through, you’ll see that I tried an i3-8100, and you get no graphics acceleration. Unrelated to Lilu or Kexts. I upgraded to a i5-8400 because the iGPU works. The i3 and i5/i7 iGPUs have different device IDs (3e91 vs 3e92, 3e92 works, 3e91 doesn’t.)
