I'm getting Kernel Panic without UseKernelCache=No

Please verify that you're booting the installer from USB. Because "still waiting for root" is a different problem if you're booting to an OS X volume on the HDD or SSD (then it is a SATA problem).

Where Clover resides is not relevant to the problem (still waiting for root device).
What matters is where the OS X system partition is.

Please explain exactly what you're trying to do.

Are you booting the installer on a USB or are you booting an already installed partition on your HDD or SSD?

OS is not installed yet, I'm trying to get to installation (to load from USB) and I'm getting Kernel Panic with USBInjectAll kext and "still waiting for root device" with crossed circle without this kext.

Boot verbose, show photo. Attach EFI/Clover folder as ZIP (omit 'themes' folder, press F4 in Clover before collecting).

Also, post output of 'lspci -nn' in Linux Terminal.

From where did you download OS X?
On what hardware did you create your USB installer?

Please provide complete details in your profile/signature
(Profile/Settings link in upper right corner of this site)

Mobo: manufacturer/model + bootloader(Clover/Chameleon/Chimera)
CPU: detailed CPU model + motherboard chipset
Graphics: all graphics devices + laptop internal screen resolution

For example, typical Ivy laptop:
Mobo: HP ProBook 4540s (Clover)
CPU: i5-3320m/HM76
Graphics: HD4000, 1366x768

Use CPU-Z on Windows to find CPU (Core iX-xxx) and motherboard chipset (HMxx), and graphics capabilities. For a laptop, these details are important and affect critical installation procedures.

Note: When specifying your bootloader, if using Clover legacy, please be sure to specify "Clover legacy"). Specifying "Clover" will be assumed as "Clover UEFI"

USBInjectAll.kext is working (got you past "still waiting for root")...

You can see "P-State Stepper Error 18..." It means you need to read the section regarding alternate DropTables in the guide and make the changes to config.plist as suggested.

upd: what is your time-zone? do I need EmuVariableUefi-64.efi when installing into HDD?
upd2: ok, I'm done with first round of installation, now it says that I should boot from USB and choose USB's Installer partition and "Install screen will appear and continue installation". But I can see only: "Restore from Time Machine", "Reinstall OS", "Get Help" and "Disk Utility"... what should I choose? Reinstall? o_O

Okey, I've booted from USB again and there was a an Apple logo with black background and loading bar.. then, there was a horizontal lines stretched all over the screen. Then a black screen (seems to be a restart) and now this: (which looks right)

and again: do I need EmuVariableUefi-64.efi when installing into HDD?

upd: should I copy my config file and Other folder to EFI partition on HDD? there is only one folder there: "Apple"
upd2: It seems that I don't have to do this (copy CLOVER folder), is it because of Cache?
upd3: okey, I've booted from HDD (without copying config.plist and Other folder) - USB devices are visible to the system (I can see it in diskutil list) and not inside a Finder. Should I copy CLOVER folder or just install your AllUSB kext via Kext Wizard?
upd4: but USB does appear if I use "killall Finder" command in Terminal
upd5: they do appear in Volume folder, though... and I get notification when ejecting it!

Okey, so I've copied CLOVER folder and installed WiFi kext you've suggested and other kext's with Kext Wizard. Everything seems to work perfectly fine. But I saw those lines when booting in verbose mode: (is this something serious?)
P.S. system boots fine

upd:
I've rebuilt KernelCache and now everything works.. to have a proper (not laggy) graphics I used to have to use GraphicsEnabler=No IGPEnabler=Yes with my old Yosemite, to get it working with my El Capitan (Enoch version) I had to use GraphicsEnabler=Yes, and now with this one: I don't use GraphicsEnabler at all.. o_O

upd2: even with your wifi kext speed is still not good (about the same 15Mbit/sec)
