Help w/SpeedStep - 16-core dual E5-2600 machine

I've come a good way in getting this MacPro-like-beast up and going. My system has a:
-SuperMicro X9DAI workstation board
-Dual 8-core E5-2670 2.6 GHz processors
-64 GB RAM
-Quadro 2000

I've gotten the onboard Intel i350 networking going using a kext and the Quadro is going nicely now as well. So far, so good.

But, I'd like to get things like SpeedStep up and going (and not rely on NullCPUPowerManagement). I've looked at things like the Vanilla SpeedStep guide, but it and others talk of a "Scope(_PR)" section. My DSDT file has no section like that.

Anyone want to have a look to start me headed in a decent direction?

It seems folks have gotten these going for other chipsets not specifically in Macs, though. So, if there is no new Mac Pro there will never be a way to get Speed Step / Turbo Boost working fully on these chips?
 
FWIW, it seems as if the CPU speed will throttle down below stock (using SMC Monitor) but it never engages TurboBoost to go up higher.
