Run any program Monterey 12.3.1

Monterey 12.3.1 will not allow you to turn off gateway as normally done. It has to be done in two steps. First boot into recovery mode, launch terminal, and turn off SIP "crsutil disable". This allows you to modify the system. Reboot normally, then open terminal and type "sudo spctl --master-disable". It will allow it now. If you wish to turn SIP back on, reboot into recovery, open terminal and type csrutil enable. The "Run from Anywhere" will still be there to run any undocumented apps.

Checked in my system, I can disable gateway within macOS, recovery mode and csrutil disabled not needed.

I tried it without and it wouldn't let me modify any system files and kicked me out, so there must be something different about my system. Perhaps there is something else running in the background that was fighting me. You were running Monterey 12.3.1, correct? Version12.3 didn't seem to have the problem.
