My IP is blocked for no reason

Hi,

when i go to my home and try to access it giving me that i am blocked and there is attacking and ..etc

can someone help my why exactly this is happening?

note that it happened when i use my first mobile 3g or using my laptop through wifi, but it doesnt happen with my new mobile 3g .
