the "CLOVER-Optiplex 3010_High_Sierra-3rr0rists" folder
the "Opencore-Dell-3010-Tricky-main" folder
Which of the two should I use for my machine?

I don't care what version of MacOS I can install important features

You'll need supported graphics for any version of macOS to work. HD2500 doesn't.

3470 has HD2500 iGPU. Can't do anything about that. Maybe swap it out for an i7-3770.

Apple is not Microsoft. They don't support every possible piece of hardware ever made. You have to "Think Different" when doing anything macOS related. You already have MiniPC hackintosh experience so that should be obvious now.

Neither one. This is not meant for an Optiplex 3010 desktop. It says Dell Chromebox. Obviously it could never work.
You need to learn the basics first and create your own EFI folder. Takes time but it's valuable learning.
Copy/pasting an existling EFI rarely ever works well. Bad idea to take shortcuts like that.

Start here with learning the fundamental vocabulary of hackintoshing.

After you learn terms you can take a look at the OCAT beginners guide for help with making your first EFI folder.
