No Wifi

so I am installing 12 gb big sur file and will boot from there

Good.

If you have the full 12GB installer then it does not need to go online.

Is it Big Sur or Catalina now?

Incidentally, if you have a MacBook Air you do not need to use Windows.

Sorry I. no-longer know what you are trying to do.

Yes, if you use a small recovery image you need internet access.

A 12GB installer is a Universal one - the earliest being Big Sur.

Catalina can not be downloaded on an M1 Mac so we use the Recovery method.

If ethernet will not work on your HP then you need to use wifi.

Check your kexts and if using AirportItlwm you can enter your password at the installer screen (top right etc).

I know.

I was just pointing out the difference in installer sizes and the reason you would have to use a Catalina Recovery image.
